Job Description

About the Role

The Licensed Supervising Director for Social Services programs will provide supervision to assigned programs within the Social Services department, assist with special projects, perform administrative duties, assist with County, State, and Federal site visits and tours, and implement tools that can assist programs in being successful. In addition, monitor and supervise Statement of Work and fiscal compliance of assigned contracts. This position will supervise Medi-Cal certified and Managed Care Plan programs, licensure is required.

This is NOT A CLINICAL Supervisory program; it is a is an upper management position to lead the directors of programs who themselves have direct contact with the programs. Candidates with Mental Health and/or SUD experience are preferred but not required.

This is an onsite, Monday-Friday position.

Responsibilities

This list includes, but does not encompass all the duties:

  • Supervision: Assigned Program Directors and program staff will report directly to the SD.
  • Data-Driven Decision Making: Support the planning of data-driven decision-making processes for continuous quality improvement.
  • Collaboration: Work with Program Directors and Managers to meet goals, objectives, SOW numbers, budget, and compliance.
  • Quality Assurance: Collaborate with the QA department to oversee all internal SOW audits.
  • County Coordination: Liaise with the County of San Diego during in-depth invoice reviews and site visits for all county-funded programs.
  • Report Review: Review all reports, including budgets, budget revisions, SOW, quarterly reports, and monthly reports for assigned programs.
  • Community Engagement: Assist with community events such as tabling, fairs, nominations, and grants.
  • Grant Assistance: Help with grants and proposals as needed.
  • Site Visits: Attend site visits, tours with the CEO, and community board meetings as needed.
  • Newsletter Development: Assist with the development and distribution of the organization's Newsletter.
  • Regulatory Compliance: Interpret and explain program and/or funding agency provisions, rules, regulations, and contractual obligations, making appropriate recommendations.

Qualifications

A typical way of obtaining the knowledge, skills and abilities outlined above is: Graduation from a college or university with a Master’s degree in Public or Business Administration, Social Work, Psychology, or related field and a minimum of three (3) years of progressively responsible experience performing complex financial, budget, and program analyses, a minimum of three (3) of managing multi-site social service programs; experience with grant writing required. Experience working in a Mental Health, Public Health, and/ or Social Services environment highly desirable. Excellent writing skills mandatory. A high level of proficiency in Microsoft Office Suite required.

  • Knowledge of: Theory, principles, practices and techniques of public agency budget development and financing; Applicable state and federal laws and regulations governing budgeting and financing of nonprofit agencies; Association structure, policies and procedures; Policies, procedures, rules and regulations for assigned programs; Computer tools and software, particularly as related to statistical analysis, modeling, data management and manipulation; Financial, statistical and comparative analysis techniques; Advanced principles, practices and methods of administrative, budgetary, economic and procedural analysis; Principles and practices of sound business communication; Association functions and associated financial management issues; Excellent writing skills (business professional and grant writing).
  • Ability to: Operate a computer and spreadsheet, word processing, financial modeling and other standard software; Utilize specialized databases to obtain necessary information; Analyze and make sound recommendations on financial and budget data; Select appropriate methodologies and perform mathematical and statistical calculations and analyses; Prepare clear, concise and comprehensive financial analyses, reports and presentation materials; Exercise sound independent judgment within general policy guidelines; Understand, interpret, explain and apply state, local and Association laws, regulations and policies regulating financial accounting, reporting and recordkeeping; Evaluate administrative and financial information and make sound recommendations within areas of responsibility under intensive deadlines; Establish and maintain effective multi-agency and departmental contact; Exceptional business writing skills; Establish and maintain effective working relationships with management, staff, volunteers and others encountered in the course of work.

Preferred Skills

Language Skills: Ability to communicate both orally and in writing primarily in English (using proper spelling, grammar and punctuation) as well as the ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals; ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.

Mathematical Skills: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals, ability to compute rate, ratio, and percent and to draw and interpret graphs.

Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Pay range and compensation package

LICENSES, CERTIFICATES, & SPECIAL REQUIREMENTS: Licensure as a Registered Nurse (RN), Licensed Clinical Social Worker (LCSW), Licensed Marriage and Family Therapist (LMFT), or Licensed Professional Clinical Counselor (LPCC) is required or must obtain licensure within 90 days of hire. A valid California driver’s license is required. A TB test must be completed upon hire and renewed every four (4) years.
