Job Title: Senior Estimator - TXDOT & Water Infrastructure

Job Summary:

We are seeking a detail-oriented and experienced Senior Estimator specializing in TXDOT roadway projects and water/wastewater treatment facilities. This role is responsible for preparing accurate and competitive cost estimates for heavy civil infrastructure projects, with a focus on municipal, DOT, and water/wastewater utility work. The Senior Estimator will support preconstruction activities including bid strategies, scope development, vendor pricing, and value engineering, contributing directly to successful project acquisition and delivery.

Duties and Responsibilities:

  • Review and interpret civil plans, specifications, geotechnical reports, and addenda for TXDOT, municipal utility, and treatment plant projects.
  • Prepare detailed cost estimates for roadway, storm sewer, sanitary sewer, water lines, pump stations, and treatment facilities.
  • Analyze construction documents to generate accurate take-offs for labor, equipment, materials, and subcontractor scopes.
  • Collaborate with project management, operations, and field teams to ensure constructability, accurate pricing, and proper risk evaluation.
  • Evaluate vendor and subcontractor quotations to ensure accurate scope coverage and competitive pricing.
  • Attend pre-bid meetings and site visits to gather relevant project data and verify site conditions.
  • Lead or assist in developing bid strategies and compiling final proposals with supporting documentation.
  • Track historical cost data and actual job costs for future estimating and benchmarking.
  • Ensure estimates align with TXDOT specifications, local municipal requirements, and prevailing wage standards when applicable.
  • Maintain cost databases, productivity rates, and estimating templates to improve consistency and accuracy across bids.
  • Identify and mitigate risk factors in design, schedule, and market conditions through contingency and pricing strategies.

Qualifications and Skills:

  • Bachelor’s Degree in Civil Engineering, Construction Management, or a related field.
  • Minimum of 5–7 years of estimating experience in TXDOT roadway and municipal water/wastewater treatment infrastructure.
  • Proven track record of estimating heavy civil construction, including earthwork, paving, utilities, and concrete structures.
  • Proficient in HCSS HeavyBid and AGTEK, with strong skills in Microsoft Excel and digital takeoff tools.
  • In-depth understanding of TXDOT specifications, bid item structures, and bidding procedures.
  • Ability to manage multiple complex estimates and deadlines simultaneously.
  • Strong communication and negotiation skills with a collaborative, team-oriented approach.
  • Working knowledge of construction means and methods, sequencing, and production rates.
